Natalia Zubarevich provides comments to Kommersant newspapers
Natalia Zubarevich, Chief Research Fellow at the Institute of Social Policy at the National Research University Higher School of Economics, believes that the federal center has decided to relieve regional leaders of responsibility for decision-making, but the governors have been unable to accept it.
In her opinion, regional managers are now undergoing a "gut check".
"In such a situation we need leaders, not managers," explains the expert. According to her, not all regional leaders were ready to observe "a rational relationship between protecting the population from the coronavirus and trying not to kill the economy." At the same time, an attempt to solve everything from the federal centre would also be wrong, especially, taking into account the different number of people falling ill from region to region, she said.
